  1. Preheat and Prep: Preheat your oven to 180°C. Grease and lightly flour two 9-inch round baking pans.
  2. Mix Dry Ingredients: In a large mixing bowl, whisk together the flour, sugar, cocoa powder, baking powder, baking soda, and salt until completely combined.
  3. Add Wet Ingredients: Add the milk, vegetable oil, eggs, and vanilla extract into the dry mixture. Beat on medium speed with a mixer until smooth (about 2 minutes).
  4. Stir in Hot Water: Carefully and slowly pour in the boiling water, stirring constantly. The batter will look very thin and watery at this point, but this is the secret to a highly moist crumb.
  5. Bake: Divide the batter evenly between the two prepared cake pans. Bake for 30 to 35 minutes, or until a wooden toothpick inserted into the center comes out clean.
  6. Cool: Let the cakes rest in their pans for 10 minutes, then invert them onto wire cooling racks to cool completely before applying any frosting.
